Registration process and precautions for first-year overseas Chinese students, cross-strait, Macau, Hong Kong, and International students (degree students)
僑(港澳)生、陸生及外國學位新生報到流程及注意事項

If you are a first-year overseas Chinese student, Cross-strait, Macau, Hong Kong, and international student (degree student),including Bachelor/Master's/Doctoral Programs, are requested to prepare the following required documents according to your admission status and submit them to OIA during the freshmen’s registration days on September 8 and 9, 2025.
僑(港澳)生、陸生及外國學位新生(含學士班、碩士班、博士班)，請依據入學身分別備妥下列相關資料後，於114年9月8日及9月9日新生報到期間，將資料繳交至國際事務處(OIA)。

一、應備文件Required Documents

 (一)Overseas Chinese Students僑生
        (含僑大分發/僑生直發/在台應屆畢業碩博士生/經海外聯招申請碩博士班)

   1. Basic Information Form for Overseas Chinese Students
              僑生基本資料表
        **download the "NTPU Student Information Form for Overseas Chinese Degree  Students" from the "Documents " section of the Office of International Affairs’ website   (https://new.ntpu.edu.tw/oia)
            請至國際事務處網站→檔案下載→下載「國立臺北大學僑生基本資料表」

   2.Admission (Enrollment) Notice, original & copy
      海外聯招分發書/臺北大學自行招生錄取(入學)通知書正、影本

   3. Passport (photo page and visa page), original & copy
       護照(照片頁)和簽證正、影本

   4. Alien Resident Certificate(ARC)(or Taiwan Identification Card), original & copy
       居留證 (或 臺灣身份證) 正、影本
      **If not yet obtained, please submit it within 30 days after entering the country.
           尚未取得者,請於入境後30日內完成補交。

   5.One 2-inch photo (please affix it to the Basic Information Form)     
      兩吋照片(一張) (請黏貼於基本資料表上)

 

 (二)International students 外國學位生
    1. Information form for International students
         繳交外國學位生基本資料表
        **download the "NTPU Student Information Form for International Degree Students"   from the "Documents " section of the Office of International Affairs’ website  (https://new.ntpu.edu.tw/oia)
             請至國際事務處網站→檔案下載→下載「國立臺北大學外籍生(學位生)基本資料表」

    2. Acceptance letter, original & copy
        本校入學通知書正、影本

    3. Passport (photo page and visa page), original & copy
        護照(照、簽)正、影本

    4. Alien Resident Certificate(ARC), original & copy

        **If not yet obtained, please submit it within 30 days after entering the country.
        居留證正、影本

    5. 2-inch photo (x1)
        2吋照片(一張)

    6. Information for International Degree Students at NTPU(Read and Signed Acknowledgement Required)

二、Payment 繳費:
(一)National Health Insurance(NHI)  IC card Holder
       已有健保者:
   1. A copy of NHI IC card
       繳交健保卡影本*1

   2. NHI fee is NT$4,956 per semester (NT$826 per month*6 mothers). The first semester runs from September to February, and the second semester runs from March to August)  , and we will email you to pay it after we help you to register NHI.
       健保費每學期NT$4,956 (每月826元x6個月，上學期為9月到隔年2月，下學 期為3月到8月)，待學校投保後email通知繳費。

   **Overseas Chinese students who are financially disadvantaged (including those from Hong Kong and Macao) may apply for the OCAC Health Insurance Subsidy.
       Please submit a copy of your financial hardship certificate and the completed application form on registration day.
       If your application is successful, your health insurance fee will be reduced to NT$413 per month (NT$2,478 per semester).
       家境清寒之僑生（含港澳生）可申請僑務委員會清寒僑生健保補助，須於 新生報到日繳交清寒證明影本並填寫「僑委會健保補助」申請表，待審核通過後，將享有健保費減半-- 每月NT$413，每學期合計NT$ 2,478。

  3.  For students who are registered to NHI at another university / institution /  company but needs to transfer their policy to NTPU:
        Please apply for a certificate/proof of NHI transfer-out from your previous institution and submit the document to OIA for the NHI transfer procedures.
        已於其他單位投保，但需轉至學校投保:請先至原投保單位(例如：語言學校、工作單位、鄉鎮市區公所等）辦理健康保險轉出事宜，並繳交全民健      康保險保險對象退保/轉出申報表，再提供文件至國際處辦理健保轉入事宜。

    4. For students who are registered to NHI at another university / institution /  company, but do NOT need to transfer their policy to NTPU (i.e. dependent or employed by a company):
        Please provide a certificate/proof of NHI registration at another institution to OIA.
        已於其他單位投保，且不需轉至學校投保（例如：依親、工讀等），請提供在外投保證明。

   5. Students with a Republic of China (Taiwan) ID must enrol in the National Health Insurance scheme either through their immediate family members or by applying in person at their local district office or a National Health Insurance Administration (NHIA) regional service centre, depending on where they are registered to live.
       持中華民國身分證者，依規定健保需與家人(直系血親)投保，或自行至戶籍所在地之鄉(鎮.市.區)公所/健保署各區服務據點加保。

(二)Students who are not eligible for National Health Insurance must join Cathay Insurance instead.
       無健保者，須投保國泰人壽商業保險:

   1.  Cathay Health Insurance fee NTD$ 3000=(NT$500 per month*6 months).

        保險費每月NT$500元，一學期(6個月)合計NT$3,000

     **To protect the health of students, the Overseas Community Affairs Council (OCAC) provides a subsidy for new overseas Chinese students (including those from Hong Kong and Macao) Those who have not yet lived in Taiwan for six months and are therefore not eligible for the National Health Insurance Scheme.   Students only need to pay NT$600 for six months of medical insurance.
       為維護僑生健康，使在學僑生傷病時醫療獲得保障，僑務委員會對尚在臺居留未滿6個月，即未符合全民健康保險參加資格之僑生（含港澳生）新生，補助傷病醫療保險部份保險費，僑生僅需自付NT$600元

   2. Before the start of the school year, a payment slip will be sent by email.  Please ensure that you make the payment within the specified timeframe.
       開學前將以電子郵件寄送繳費單，請於繳費期限內完成繳費。

 

三、Freshmen Registration Process新生報到流程

The in-person registration process for international freshmen is as follow: Admission & General Affairs Section,Office of Academic Affairs(3rd floor of the Administrative Building) → Division of Overseas Student Affairs,Office of International Affairs (4th floor of the Administrative Building) →  your Department/Institute.
114學年度第1學期境外新生報到流程： 教務處綜合業務組(行政大樓3樓) → 國際事務處境外生事務組(行政大樓4 樓) → 系所。

 

四、

International degree students(Except for the Supplementary Class at Yin Fu Ban) who do not hold a valid Alien Resident Certificate (ARC) need to apply for a resident visa to enter Taiwan. Even if you are from a visa-free country, you must apply for a Resident Visa before your arrival. This visa is necessary for obtaining the ARC after entering Taiwan. Failure to apply in advance may require you to leave the country or complete additional procedures to obtain the ARC. For more details, please contact the Bureau of Consular Affairs, Ministry of Foreign Affairs of Taiwan.
Foreign students entering Taiwan with a foreign passport and a Resident Visa must apply for an ARC online by themselves within 30 days from the day after their arrival.(Students in the Supplementary Class at Yin Fu Ban who hold a visitor visa must first convert it to a resident visa before applying for an ARC.)
The ARC is a legal identification document during foreign students’ stay in Taiwan to avoid penalties (ranging from NT$10,000 to NT$50,000).

※ARC serves as a temporary ID card for  overseas chinese students/international students in Taiwan. It is an official document that proves your residency status in Taiwan. Please make sure to keep it safe and always be mindful of its expiration date.

無論是持居留簽證入境、或是在中華民國境內獲改換發居留簽證者，請務必於入境後/境內取得居留簽證之核發日起 30天內，至移民署網站完成「居留證」線上申辦，避免受罰。相關申請流程參閱連結

※外僑居留證就如同國際學生在臺灣的臨時身分證，是居留在臺灣的身份證明文件，因此對每個國際學生來說都是非常重要的，請務必妥善保管並隨時注意你的居留期限。
